India's Prime Minister Announces Ambitious Science, Technology, and Innovation Policy. (January 5, 2013)

Indian Prime Minister, economist Manmohan Singh, speaking at the centenary session of the annual Indian Science Congress is reported by ScienceInsider to have told the attendees:  "[S]cience-led innovation is the key to development... [and India] aims to produce and nurture talent in science, to stimulate research in our universities, to develop young leaders in the field of science, to reward performance."

 

The goals set by the Indian Prime Minister are for the nation to double the investment in R&D to 2% of GDP in the next 5 years and to bring his nation into the top five nations in the production of scientific publications by the end of the decade.

 

According to Nature India in 2012 published just under 41,000 research papers of which 0.37% were in the top 1% of cited papers. By comparison Australia also published just under 41,000 papers of which 1.2% were in the top 1% of cited papers, while mainland China contributed 159,000 papers in 2012 of which 0.56% made the top 1% of citations.
