Liberal MP Kym Richardson, a member of the Government's education backbench policy committee, told The Age Dr Nelson was reviewing aspects of his plan.
"Dr Nelson is reviewing a number of areas that have been identified by backbenchers in respect to the VSU (voluntary student unionism)," he said.
On Tuesday night, Sports Minister Rod Kemp told a Senate estimates hearing that the debate on voluntary student unionism was not over.
"I have had discussions with the Minister for Education because of course I wanted to see how the policy plays out . . . I think this debate has a considerable way to go," he said.
A spokesman for Dr Nelson played down the prospect of a compromise. "The Government has made its position on the issue clear: it does not believe students should be forced to pay for services they do not use," he said.
